GSA IT Schedule 70

IT Schedule 70 is an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Schedule (MAS) contract. It is an IT procurement vehicle that offers a comprehensive array of state-of-the-art IT products, services, and solutions. IT Schedule 70 offers federal, state, and local governments innovative solutions to their IT needs. World Services offers a wide range of services and can compete for small business and veteran-disabled small business opportunities.

Ordering Period: July 2, 2021- July 1, 2026 with one three-year option

Period of Performance: 5 years beyond ordering end date.
Ceiling: $50 billion

Contract Types: Firm Fixed Price (FFP), Labor Hour (LH), Time & Material (T&M) or Hybrid of these.

Contract Access Fee: The Contact Access Fee is 3/4 of one percent (i.e. 0.0075) applied to the total price for contractor performance as billed to the government.

Contract Description:
The GSA 8(a) STARS III is a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract awarded to highly qualified 8(a) program participants who can provide the federal government with customized IT services-based solutions. This award expands capabilities for emerging technologies, supports both outside of the continental United States (OCONUS) and CONUS requirements, features limited protestability, and offers expert guidance from the GSA team, including free scope review services and market research.

To even the playing field for small businesses owned by socially and economically disadvantaged people or entities, the government limits competition for certain contracts to businesses that participate in the 8(a) Business Development program. This program provides World Services the opportunity to compete for set-aside and sole-source contracts and form joint ventures with established businesses through the mentor-protégé program.

Service-Disabled Veteran Owned Small Business (SDVOSB)

The Department of Defense (DoD) has undertaken an outreach effort to identify small businesses owned and controlled by veterans and service-disabled veterans. The DoD outreach effort aims to improve prime and subcontracting opportunities for veteran and service-disabled veteran-owned small businesses. The DoD believes that the sacrifices made by veterans in the service of our country need to be recognized at all levels of government. The DOD is committed to providing the maximum practicable prime and subcontracting opportunities available to such firms. Through this program, World Services competes for opportunities that are set-aside for SDVOSB or VOSB organizations.

Electronic Federal Aviation Administration (FAA) Accelerate and Simplified Tasks (eFAST)

The Electronic Federal Aviation Administration (FAA) Accelerate and Simplified Tasks (eFAST)  is the FAA’s favored contracting vehicle for contracts with small businesses that allow long-term procurements for a broad array of professional and support services. Functional areas under the vehicle are support service categories used in eFAST acquisitions. eFAST Master Ordering Agreement (MOA) Holders offer services in functional areas such as Air Transportation Support, Business Administration & Management, Research & Development, Computer/Information Systems Development, Computer Systems Support, Documentation & Training, Engineering Services,  and Maintenance & Repair. FAA eFAST streamlines the procurement process through its use of a web-based acquisition tool and automated workflows compliant with it’s standards.
